Are the IRGC there tho? I mean, they don't really NEED to be on the ground, given satellite communications. IMO such a 'policy' is just performative, to please a certain audience. However, Hezbollah is not named. And rigthly so, because most Lebanese support keeping their ancestral lands, and stopping the 'settlers' who settle villages with tanks, and Hezbollah is about fighting the invaders. So, the Lebanese government names the IRGC, because, well, because. So, the objectionable party is now the IRGC - we are told.
Praps they will hunt down people communicating with Iranian email addresses (as if the population don't know about VPNs). A good reason to kill journalists, or peeps watching Al Jazeera, I guess. If the policy is abused. And that's the problem with word-salad vaguery spouted by politicians.
However, I understand why they are saying it in such a vague way. They have to make some sort of concession in the peace process, and this one looks easy: just replace HEzbollah with IRGC.
In any case, as usual, people are underestimating Lebanese peoples. As IF they are little brothers to IRGC. Forgetting that there are several religions present in Lebanon, so not supportive of Shia Islam, necessarily. Even that is nuanced, given Promethean understanding of what the IRGC actually IS (UK).
(and Lebanon has some of the oldest Christian churches, which smell like thousand-year old Frankincense, BTW.).
Full of WIN!!!

Exactly, we need more from anons on the ground there. Is this just a big narrative headline
Yes, but if they said this much a few years ago, whoever said it would be killed in short order.
It’s happening!
