And to be clear, that means that yes, the surgeon explicitly lied to Andrew Kolvet if he indeed told him that it was a modern day miracle and Charlie’s neck stopped a 30-06.
There was no 30-06 or high powered rifle involved in this at all.

How exactly does an inconclusive test put anything to rest? Explain how the test would be legit if Charlie is in WP right now? Was he shot or not? If so, no witness protection, if not, no legit bullet test. Which is it, you can't have both.
The inconclusive test is whether the bullet fragments came from the exact rifle that was found at the scene. What is conclusive is that it did come for a 30-06 calibre rifle, which was a big part of the conspiracy theory, and the point of this post.
If the assassination attempt was real, but Charlie is not dead, then he would be in WP. How did they manage it? How did they make sure he didn't die?

What you fail to explain is how Charlie could be shot but in witness protection at the same time. That was the result of your statement and I find that highly improbable. Saying 'we have the technology' (Six Million Dollar Man) isn't an answer.
