I've not read all of the statistics re Northern Va, but Fairfax County had mail in votes far outnumbering those at polls - an even number of 35k (such an even number seems a bit sketchy, imo).
One thing people forget is that Northern VA, especially Falls Church, Fairfax, Loudon county and Arlington has a huge number of people stationed overseas (along with those stationed across the US for TDY) for diplomatic or military/intelligence reasons and also business execs who run multinational businesses and with multiple houses all over the world.
These account for a large portion of mail in ballots for Northern Virginia. It's also a common practice of people who make very high per hour wages (think Beltway Bandits). When you're making $800+/hr, taking that time to go vote in person makes little sense when you can mail in your vote.
And finally, you have the Contrarians. Those who switched from in person voting to mail in as a big "FUCK YOU!!!" to President Trump.
