This Q drop has always sounded like "a story" to me to misdirect as a feint. Why would Q reveal the actual plan and the planned counter to the counter (riots) to the enemy? Plus "quiet justice" if revealed by the enemy allows exposure of them as "conspiracy theorists", flipping the script on them.
