In 1973, the American Association on Mental Retardation (AAMR, now AAIDD) changed the IQ threshold for mental retardation from 85 or below to 70 or below.
This revision was driven by concerns over the inappropriate overidentification of minority students and the negative effects of labeling. The change eliminated the "borderline retardation" category (IQ 70–85), significantly reducing the number of people eligible for special education services and governmental supports.
