I'm not sure exactly what can be done about mail voting.
States control their own elections because the Constitution explicitly assigns them that role (Elections Clause and Electors Clause), reinforced by the Tenth Amendment.
States run elections, and they have to follow federal rules. They can’t discriminate against eligible voters, must provide basic voter registration access, make certain voting is accessible (including for people with disabilities), allow military and overseas absentee voting, and hold federal elections on the dates set by Congress. Everything else, like voter ID or mail voting, is mostly decided by the states.
It's that whole states rights thing.
The SAVE Act doesn't call for banning or restricting mail in ballots. So even if it is passed, it won't have a national affect on mail voting.

It's already being challenged in the courts.
People need to remember that just because President Trump signs an EO doesn't make it a law, or cut and dried and doesn't mean it's actually going to work.
As we just discussed in the previous conversation, election controls such as ballot voting is mainly with the states, or with Congress. They are not with the President (for obvious reasons).
This is seen as a form of election control and is trying to turn the USPS into an election authority, which, obviously, is not within their scope.

True, for now: Article I, Section 4, Clause 1 of the United States Constitution states: "The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of choosing Senators."
That is a very big BUT.
This clause empowers both Congress and state legislatures to regulate the times, places, and manner of holding elections for Senators and Representatives. However, Congress cannot change the rules about where Senators are chosen, as this was superseded by the 17th Amendment.
Yes, Congress can theoretically ban mail in ballots nationwide, but it would absolutely face serious challenges in the courts and would most likely go to the Supreme Court. This assumes it gets passed by Congress in the first place. I just don't see it happening now with the Congress we currently have (especially since there's not even a bill introduced to change it.)
The individual states can alter their regulations. The issues are,
the states that lean into mail ballots are primarily democrat states and they're not going to change them and
for the Republican states that want to change them, nothing has been stopping them. Obviously they saw what happened after 2020 and still did not change them. I'm not sure what has happened since then that would convince them to change them now, and
Depending on how each individual state is set up in how they go about making these types of changes, there simply might not be enough time to do it before midterms.
