Just a thought. Did Capone really spend time in jail? Was the whole 'show' about tax evasion just to scare the rest of into thinking we are required to pay income tax? I've been seeing info from former IRS agents that indicate that income tax is voluntary.
I think the "bon bon" arrest for what was obviously a joke was to set a precedent for this obvious coded threat (8647). Similar to how arresting Trump for non-crimes will set the stage for arresting Renegade down the road.
I'd be surprised if they don't have other dirt on him beyond "8647", especially with the persecution of Trump he's been involved in.
