The fed courts down there are in Wilmington and New Bern. I don't know which one he will go to since they are both about the same distance from his beach home. I did come across a federal case from the Wilmington court and the judge was way lenient. I don't know how many judges preside at each location or if the entire court leans one particular direction.

Wilmington as a city has always had a liberal lean, but it is surrounded by MAGA.
