If he/they were looking to create an elite group of humans who were easy to control, they got instead a mix of some smart and some dumb people but all of whom are independent fight to the death people. So... backfired?
That apparent contradiction jumped out at me too. Filtering the population down to those individuals who are resistant, recalcitrant, and rebellious? That seems thoroughly at odds with their objective.
Best I can figure the architects concluded two things. One, that they don't need most of us around any more. That a compliant Chinese population is all they need for their manufacturing needs. With them too phased out by artificial intelligence and robotics. And two, the resistant residual will be small enough in number that we can be controlled through force. Specifically: Smart cities, embedded nanotechnology, smart dust, 24/7 surveillance to go along with the rest of Agenda 2030.

They bet big on a Kill/Control one-two punch.
