Funny... but that SS agent actually performed the best. That canine handler should definitely be investigated:

He's the only actual Secret Service visible in the video. He quickly pays attention to Cole when he enters the side room. He sees the canine unit talking to him, seems satisfied its not an immediate threat and his attention changes to someone else walking just off camera.
When Cole charges, the female cop starts firing rounds completely ignoring crossfire (and missing every shot somehow), while Cole also fires his shotgun.
SS guy reacts quickly to the noise, and starts to draw before even turning and getting a visual. When he turns he sees a shotgun and lady cops barrel aimed and firing directly at him. Sure he kinda fumbled the gun draw, but it went from zero to 'immediate threat to his life' very quickly yet he still managed a 3 second draw on target.
Also SS agent is the only person aware enough to use a 'low ready' position when they all crowd around Cole. That means he doesnt put LEOs/civilians in his crosshairs and you can see his finger comes off the trigger. https://americancop.com/ready-positions/
