The reason it goes on and on is because these lackeys know they will get away with it...they always have, so why shouldn't they continue? The ONLY way this stops is the way empires and nations have dealt with such people throughout history: to round up all the malefactors, give them a speedy but fair trial, and mete out punishments so horrifyingly brutal that no one will dare do that again for at least another 50 years.
Our civilian courts have shown themselves to be partisan, slow to move, and subject to the whim and whimsy of judges. The military is the only way.
