It already is. It became the US Postal Service in 1971. Sort of like the Internal Revenue Service is private.

Sure. We pay for foreign aid programs too without any benefit to us. July 1, 1971 US Postal Service was launched replacing the former cabinet level US Post Office department. I have a date-stamped 1st day cover commemorating this event.
