I can't say what is actually being done other than I can track the flights with eyes-on confirmation (where I live mostly Alaska Airlines flights flying to SeaTac) and I can't stand my beautiful clear blue sky being ruined with aerial graffiti. It they're trying to blot out the sun to stop global warming it needs to stop. Leave God's creation alone, including our DNA.
They outlawed it in FL, but they're still spraying us. I guess DARPA is above the law.
Also FL is downwind of the whole continent…ya’ll get it all…

Since you seem to have a clear line of sight where you live what can you make out when viewed through a good pair of binoculars? When I try I cannot make out any commercial markings. What I've seen appear to me to be grayish white unmarked vehicles.
ADS-B Exchange will identify the aircraft. I look there and grab my binoculars to make visual contact. I'm close to PDX and working on a hilltop in Camas with an unobstructed view of the sky. When someone says its contrails, I ask them; how come I see the plane with nothing behind it, then it comes on at same altitude and airspeed. And then I see it stop at the same altitude and airspeed. Contrails disappear after the aircraft. It isn't turned on and off like skywriting. Contrails also don't spread out from a line to hazy thin layer.

Alaska is a major major route for the global airline cargo networks. They are spring because they are passing over at altitude, planes fly 20% higher than they used to 30 years ago. The air is incredibly dry up at these altitudes
