It would be good to get the greedy dross out of the system - physicians-in-name-only who don't care in the least about their patients, only in how much money they can make off of them. Disincentivize ALL areas that pay people to do harm to others (medical, political, educational, entertainment, etc). The beast system has been set up - slowly, patiently, carefully over decades - to erode our society as, apparently, the temptations are too great for many/most people to resist.
The medical field in particular has become almost cruel and completely corrupted with both financial incentives for wrongdoing and financial/career coercion of practitioners to fall in line or lose their licenses. Make "DO NO HARM" the central tenet of the medical system, as it was originally intended to be, but now with stiff fines and even expulsion/loss of license if the infraction warrants.
This plan outlined by RFK Jr may help deter those entering into medical practice IF pharma and so-called "medical boards" are prohibited from giving financial incentives on the other end. Otherwise they'll just play both sides - jack up their patients with an overabundance of drugs that will harm them then take the "deprescribing" incentives on the other side as well.
