I hope you are being sardonic. I wouldn't have any "empathy" for someone who (for example) pulled legs off spiders. You don't deter someone from criminal behavior by having "empathy" for them. Empathy would mean to partake of their criminal desires and fantasies. Mostly, corporal punishment is the path to correction. The erstwhile criminal needs to realize that there are forces in society far more powerful than he is, and he cannot prevail against them. Ancient stuff, but it works.
