"they" probably already have all this info and this just formalizes and "legitimizes" it. (Numerous sources have said for years that "they" won't disclose it because people would freak out, but "they" have access to virtually EVERYTHING about EVERYONE EVERYWHERE, ALL THE TIME.)

it was virtually certain that someone, somewhere would be allowed to acquire this info, so "perhaps" this - a known entity that can be somewhat monitored and held accountable - is better than that an openly or covertly hostile entity from god-only-knows-where get its hands on it.
