Like in1984 the book, where it is explained that production must be towards using labour and resources without it "raising the general welfare" in the book they build weapons like floating citadels of war, missiles etc, which are then sent out to be mutually destroyed along with the enemy floating citadels. So the people are engaged in work, to create these things, but the outcome is zero, nothing, but it keeps people busy and destroys resources lest they improve life. If you have prosperity then the people expect more from their leaders.
So we pay more for electricity via "green levies" which are used to make windmills which raises the cost of electricity even more, so more tax is taken, and it's used for more windmills.
