It's a vicious cycle. To save money, these corporations hired foreign workers. Many times making Americans train those foreigners that replaced them. Then young Americans, when they know in advance they will be muscled out of those jobs by foreigners, do not pursue those particular careers. Why should they? Then those companies holler that there are no Americans to do those jobs when they are the very ones that created those conditions to begin with. Evil bastards.
