You’re right, they don’t need to be honest. But I think they kind of are, but have not been forthcoming about the full scope of the project.
Judging by what I’m seeing, they’re building a $300 million ballroom with a $2+ billion military facility under it. I expect they have enough donors to cover the surface level ballroom, but the rest is coming from taxes.
