Seriously?! I don't know where you live, but I haven't seen kids "walking" to school or anywhere else, for that matter, during the day. Many if not most, school districts have kids being bused to school and the bus will stop right in front of their friggen door. They don't even have to walk a block to the bus stop! Sorry, but your analogy is false.
My local elementary school is within walking distance of our house - it's part of our neighborhood - so they do not bus. Last year we had a child in Columbus get struck and killed in the darkness because the car didn't see them. AND the buses for the farther away schools (middle, junior high, high school) don't stop at the door, they stop at the street corners and the kids walk from there.
