When the judge asked both sides to explain their cases and describe how and why Trump as a private citizen should be able to sue, essentially, Trump the government, the DOJ "settled" the case. Trump cannot legally sue himself and the DOJ knew it. That was why they opted to "settle". No legal scholar believes the original lawsuit would have ended in Trump's favor. There is no way he would have been awarded $10 billion. The statute of limitations has expired, the statutorial remedy is $1000, and the person who leaked the taxes was found guilty and imprisoned. The whole $10 billion was a ruse in the hopes of making $1.776 billion seem like, in Blanche's own words, "a pretty good deal for the government".
