And by international treaty, Diplomatic Pouches (which can the be the size of cargo containers) are except from examination by the destination country's Customs. Diplomats, Diplomatic Pouches, and Embassies are how spy equipment - and more - is moved from country to country without worry of exposure. Often the deliveries are camouflaged as "fine art" for Embassy decorations. Naturally the deep state wants only their vetted players to be a part of this international spider web.
Oh yes the "art" money laundering! Dept of State like the CIA has run itself for decades without consideration of who was President, who controlled the House or the Senate. Their own bureaucratic / deep state agenda. No wonder nothing ever changed with Republicans elected!
