It does make sense that a core hub of the executive central operations would be AT the president’s residence.

1. Failover controls
2. Defensive position hardening against REAL enemies
3. Quicker response times

Etc

Past that, one man can’t possibly run the whole executive branch anymore. Something like this is probably a requirement for timely response and situation management.

What does this do to the actual role of president, though?
