There is enough time to: (1) tabulate the "REAL" vote results, (2) decide what election results they "WANT" their different candidates to show, (3) they need to manufacture (utilizing physical printing presses or production quality copiers) the "short-fall" number of physical ballots required to match the results decided in (2 above), (4) they need database operators to load the new manufactured results into a number of different databases (databases at the local voting district "level", county "level", city "level", state "level", etc., (5) they they are legally required to "certify" the total physical ballots (the "real citizen votes" + "manufactured votes") + "the total database tabulated votes" to PRODUCE = A TRUE CONSISTENT VOTE TOTAL. This "true consistent vote total" is then released to the public, to election systems (state & federal), U.S. media, etc.
Then magic happens - "glitches" and "shock": (6) the physical shipment of ALL printed ballots from local voting districts, county, city, state, etc, to "certified secure voting storage facilities" suffers from "glitches". Election Officials are "SHOCKED" that some shipments do NOT ARRIVE at these certified secure storage facilities! Also, some human operators in the "secure certified storage facilities" misplace, loose, or "accidentally throw-away" boxes full of ballots.
In addition, the electronic transmission of data from election databases to other election databases astonishingly suffers from "technology glitches". The database data is now corrupted so you JUST HAVE TO TRUST THAT THE-POWERS-THAT-BE PRODUCED A "TRUE CONSISTENT VOTE TOTAL". State officials will schedule OVER THE NEXT 2 YEARS some public hearings and meetings about vote counting issues within their state....
