Philadelphia has a history of thinking they can write laws the STATE already has in place for decades and they for some reason think they supersede the STATE of Pennsylvania. They tried to outlaw CCW entirely saying that they can tell people who lawfully have a CCW issued by their country that the city of Philadelphia doesn't have any obligation to abide by that and they can make their own "laws" regarding CCW. It's such a leftist shit hole run by an insane black woman.

CCW is a charge, as in “Carrying a Concealed Weapon”…CPL is a license, as in “Concealed Pistol License.” Not sure why an accomplished attorney would use CCW.
My Florida license is not a CPL Concealed Pistol License. It is a Concealed Weapons License which covers knives, and all other weapons. Along the top it reads Concealed Weapon or Firearms License.
Of course in Florida we have Constitutional Carry now. Having a license give one state reciprocity rights.
And I wonder if they could actually arrest anyone who carries "legally" under the constitution without a state permit at all. I have lived in Maryland for my entire life and really didn't know we could wear the handgun out for the public to see (we still needed a permit) but that was strange. I am not certain that is still legal and I have not checked into it in a few years about 4-5 years.
“They” can do whatever they want. It’s up to you to prove them wrong. As shitty as it sounds, it’s the way things are, especially today. Even if you know your rights to the letter, they’ll just say “Fuck You, That’s Why” and let you go broke trying to hold them accountable. Unless the case gets national attention, then you might have a chance.

What you say, sounds reasonable. They did say it is going to get worse before it gets better. I can't wait for the better part!
