There are flight restrictions. Washington D.C proper is under one only really allowing scheduled commercial flights into and out of Reagan international. Anyone else needs to file for a Waiver and or special pass.
There’s a total flight restriction for everyone barring Secret Service, Law Enforcement and Military Aircraft for about 2 miles around the White House itself.
There’s about 4 miles though in between the Whitehouse and Reagan International. Commercial Stage lighting causing problems for pilots at that distance would be impressive
