My guess is that the US is looking at the chips produced by China and asking how they could ever do that but they have not seen any actual evidence of any advanced chip-making tools in China.
The Chinese have innovated. According to this video from Anastasi in Tech the Chinese have found a way to use low resolution imaging twice with a slight offset rather than use high resolution imaging.
So it looks as if they have come up with something on their own. It was only a matter of time.
Interestingly, the extreme ultraviolet lithography machines - the EUV systems that are the only tools on Earth capable of printing the most advanced semiconductor patterns - are only available from a company in The Netherlands, ASML. All advanced chips use one of their machines whether it comes from Apple, Nvidia, AMD or anyone else.
So someone sold them the tools or they stole them. They can't come up with anything on their own
