Likely it might dissuade the Anti-Authority casual who doesn’t really believe in anything beyond a general dislike for anything they view as authority. They just want an excuse to riot, steal shit, and fight whatever they view as authority. While using the NGO networks to avoid consequences.

Any true dyed in the wool believer of the crap they peddle. Likely won’t be dissuaded.
