"Terrorism" has always been defined as (a) violence (b) against civilians, (c) to acheive a political purpose.

They should have been charged with attempted murder and sentenced to 20 years or so.
Also, if these crimes occurred in Texas, then the federal government never had jurisdiction to prosecute.
Yes, I know that every attorney and judge "looks the other way" and violates their oath of office when doing so, but federal government jurisdiction is LIMITED -- and it is irrelevant that federal government employees were the targets of the crimes.
