We are the Ultimate Authority of Ourselves, AKA we are Divine (however someone might define the term) AKA we are Source (or if you prefer, "God," but people generally have no idea what that means and/or they have different meanings for it, because they have been (on multiple avenues) trained to believe that it is something external (which is impossible) so I won't further touch that for now). Some people (or maybe I should say, real entities) can convince us to give up our energy (there is only one type of energy fundamentally). So "controlling us" means "convincing us to give up our energy" through the creation of fiction (false beliefs).
HOW:
Many methods. To start, I will begin with the premise that the System is such that EVERYTHING is controlled opposition (except the Director). There is genuine competition to an extent, but it's "competition in a box," which gives the illusion of "freedom" on various levels. The control then, is the boundaries of belief that push us and keep us contained within one box or another.
For a simple example (and that I can completely show beyond a reasonable doubt in my book), there is a single corporation in the world. They control that single entity (Megacorp), our economic world, using a connected network of Boards of Directors. By law and numerous other control mechanisms that BoD can't be pushed out of the Monopoly. It's control is absolute to the MegaBoard.
As another example: "Left" and "Right" are completely controlled, and they always have been. Anyone who calls themselves a "non-partisan" is also controlled, a different contrived/controlled box. The people who "find out the truth" (the Truthers e.g.) are themselves pushed into another box (think the purpose of AJ, because we know about it, but there are numerous similar examples). Every box, EVERY SINGLE BOX (current version of the Matrix) is controlled by numerous mechanisms, and has been since somewhere between 300AD and maybe since around 500BC, all controlled by a single Entity, using the same boxes, by the same methods, for the same purposes.
But that's just the current version. There was another system of Boxes going back to at least 4000BC (ish). And the people that controlled the 300AD-500BC system are directly connected to the 4000BC version, so it's difficult to say if it's really a "different" set of boxes if the controllers (or their ancestors) are the same.
