You need energy to make hydrogen, it is not like coal, gas or oil which is there to be harvested with its energy embodied. Hydrogen does not "exist" it's an unstable element.
Different matter if he has figured out low energy water cracking (rumoured to be possible) but in that case, he needs to be very very careful what car or 'plane he travels in or where he eats, what pavements he walks down, what flights of stairs he passes etc etc
I always have reservations about hydrogen as a fuel because it tends to be more of a battery than a fuel. You need to put energy in, usually by electrolysis, before you can get any hydrogen out.
If hydrogen could be extracted from the ground like natural gas then I would consider it as a fuel.
So is it a marketing ploy, then? Instead of saying that radiactive thorium is the fuel which is, shock horror, radioactive, it is hydrogen which makes pure water as a by-product.
