I'm sure not much of those funds will be recovered. The horse already left the barn. I know of several small and medium sized businesses that were unable to get those loans and were told the money was already gone. The fraudsters got there first. Some of those businesses couldn't hang on and were forced under. That whole pandemic package was ripe with fraud with little to no guardrails - an absolute buffet for criminals.
Sometimes the movie portion of the plan sucks. My wife and I are getting by, but not making enough to invest in anything, heck food seems like an investment, then I keep hearing about people working the fraud machine. They probably accidentally drop more money on the ground then I make :(
