I just looked up the current rates in my area. Here's the rate for an infant age 0 - 12 mo.:
$19.68 per day for the childcare
$ 4.20 per day 'personal allowance'
$ 1.06 per day 'clothing allowance'
$ 2.08 per day (if requested) diaper allowance
TOTAL = $ 27.02 per day!
You'd have to buy Diapers, Formula and clothing out of that! You'd have to have a crib, a carseat, a stroller, a baby chair for the kitchen, toys, and the whole set up in place before arrival. Who in their right mind can afford to do this, except out of the goodness of their hearts?
$100.00 per day for a normal infant is much more reasonable. If you were a foster parent with 2 infants at that rate, you could care for them properly and still have some income left over for the 24-hrs-per-day demand on your time.
Yes, but unless something in the law has changed recently, that money isn't going to the child. It's getting used by the foster parent. And it becomes more egregious with older children and teens.

Interesting. Where I'm at they get about $100 a day.
