I agree, and my #1 guess would be our Federal government because it's potentially clearing the way for the projects they want to go ahead but their identity politics bullshit has bit them in the ass. Don't have to worry about indigenous rights when there's no more indigenous.
Its not the space lasers its the reserves They light up every summer now and then get free hotel stays on the city heaps of coin and new houses shipped up to replace the old burned crap There's a whole industry dedicated to housing the reserves. Mega bucks involved. Very corrupt but not really centralized corruption but everyone recognizing the opportunity and exploitating it
