I agree with everything you Mods have said here, and too various degrees it is all plausible. Many times I have heard the doubt expressed in subtle ways from many. Questioning the reasons and the questions. But, I think everyone could also agree that one significant arrest of a high profile individual would go a long way to convince just about everyone this isn't all in vain. Shaking the tree and only picking up low hanging fruit leaves a lot of questions to say the least.
True, but the arrest would have to end with a successful prosecution AND, if the timing isn't right, if sufficient evidence hasn't been legally obtained/disclosed/declassified, corrupt judges and juries haven't been "neutralized", and lower-level persons who also should incur justice and/or give-up evidence/testimony (on the arrestee OR on [a host of] others in need of justice) haven't been handled beforehand, not only might the prosecution fail, additional opportunities to more fully serve justice may also be lost/thrown away in exchange for a "quick win" to court public opinion/appease demands for "action now". Frustrating as it might be, that would not be how successful strategic operations work.
