He needs to actually be present for the vote, though.

Awhile back on GAW there were some posts about how the VP should theoretically be able to run the Senate. I looked it up then. The post is random, but I figured the topic was just doing the rounds again.

Yeah usually they already know when a vote will be 50-50 and then VP can be present for that session
