I know it is probably annoying to get so many questions from newbies, but I was hoping yall could help me understand a little about the Q posts. Does he capitalize certain words for a reason? Is it some sort of code, or just to give emphasis? Same question with the brackets.

This means Under Secretary of Defense (Intelligence) and Joint Chief of Staff [two to them]-----going down with JUSTICE!

So the capitals mean proper nouns.
