Just wanted to add some more background for your digging... The background text and redactions are from page 20 of the Carter Page FISA application. I believe the page was chosen based on what was redacted to send a message to the people who are in the know.
I do like your dig though, and I think PSYMAP deserves more attention, even if I don't think it's written on the FISA. Call it divine intervention to set you on that path.
I think any time a U.S. based entity performs studies or tests/trials in a foreign country it deserves some further checking. It could be because the tests or methodologies are not ethical and can't be performed here. Africa has historically been a testing ground. There may not be anything wrong but it always peaks my interest. This one especially because I don't generally think of mental health issues being a priority in Africa with all the other diseases.
I would first look to see if things seem above board. As for digging, a good place to start is following the money. Also follow connections, where people went to school or who they previously worked with. Follow wives or spouses.
Above the P is classified paragraph markings.. (TS//NF)
But I could see how someone without a lot of experience might confuse the letters. I notice a lot of aviation communication transcripts, for example, get information wrong when it's a nonstandard word/phrasing.
It’s not really “artifacts” it was “crossed out” by typing over the paragraph markings with XXXXX
I don’t know why they used that method versus the more “proper” strike through with a single line, but I’m 100% positive that’s what was used there.
Because the paragraph was redacted, the TS//NF information was removed so there is no reason for the paragraph to be labeled that way anymore.
I can’t personally think of an instance when he has used “hidden” text, such as inside a photograph or anything, but I’m not that smart, I’m just a government worker with a former TS clearance.
For reference.

It does vaguely look like that. Seems to have x's over the top half. It's a little blurry though, unless there's a higher res pic I'm not aware of
Definitely looks like something could be PSY OP too hard to say
