There is some truth in that but it obscures the underlying reality. Mexicans, for example, comprise whites, mestizos and indigenous population groups (and there is even a small Afro-Mexican population). Certainly indigenous Mayans, to pick one group, wouldn’t be counted by anyone as white; neither would many if not most mestizos. Would Afro-Mexicans count as Caucasian or Hispanic whites too?
You’re right that Hispanic is counted as an ethnicity in official government documents, but the guys in that picture are definitely not white. The last guy is closer than the others but I don’t think anyone would describe even him as white.
