Do an image search of "Statue of Caesar" and you will find a similar statue with the right hand up, left hand holding a parchment, and wearing Roman clothing. Since all of Richard Scarry's characters are animal representations of humans, maybe it makes sense the goat driver has a statue of goat caesar in the bed of his truck. Give me a break...
