You've missed a key detail. He didn't order anything declassified. He AUTHORIZED it. Quite the difference. He already did this 6 months ago and you see how much good it did.

He's referring to the filter that prevents civilizations from progressing into a space-faring species. It's the theory behind why we haven't seen aliens (if you believe that) -- there's some filter in place that stops everyone. War, religion, etc.
