You’re correct. There is a threshold to meet in terms of comments/post “points” for the handshake to disappear. It is usually a good indicator of a new account.
That Wikileaks file dump has been floating around for years.
It appears after a username and indicates it is a new account.
And this is the current headline the MSM is pushing. I don’t think most people will look into the facts.

My comment linked a post with screenshot from /pol/ saying cloudflare Is looking at the sites that use its services. 4chan was the intended audience but .win uses clouflare as well. They’re looking for any excuse.
