I can confirm. It woke me and my newborn up. It occurred at the NRO building. I live in Chantilly so nearby. There were a bunch of posts about it on Nextdoor including other videos. Went on for about two hours in the middle of the night. And it wasn’t on new years. It happened a couple nights ago.

My husband got it. He had a runny nose and headache for a day. I had it. I had a headache. My parents got it, they experienced what felt like a cold. My aunt and uncle had it, they described as a cold. And my four close friends who contracted it compared it to a cold/headache. I personally wouldn’t have bothered getting tested for it if not for the fact I had to since my husband and I planned to travel.
