The child tax credit has been part of US income taxes for years, with the only difference being that instead of claiming it on your tax return, you could choose to get up to half of it as an actual payment this year. Whether it's paid up front, or calculated as part of your tax return, it's still going to be happening. I'm not entirely sure what it is that you're celebrating.
