Cases get sealed and then unsealed. They don't remain sealed like this in the hundreds of thousands. A study was done several years ago showing the average number of sealed cases that REMAIN sealed in any given year is about 1,000. Even if the numbers doubled or tripled, we wouldn't be coming up on 300,000 of them, now would we?
