This Act is the Justly Upholding Sovereignty, Truth, Integrity, and Constitutional Equality Act (J.U.S.T.I.C.E. Act).

To impose national taxes on real estate transactions, ownership, and rentals by non-citizens and non-residents, restrict the sale of certain lands to United States citizens and residents, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Homeownership and Economic Resources for International Transactions and Agricultural Guardianship Enforcement Act” or the “HERITAGE Act.”
SECTION 2. DEFINITIONS.
For the purposes of this Act: Non-Citizen: An individual who is not a citizen of the United States.
Non-Resident: An individual who does not maintain a primary residence in the United States, as defined by the Internal Revenue Service.
Real Estate: Any land, building, or structure located within the United States.
Restricted Land: Land classified as agricultural, rural, tree growth, or historic under federal or state law.
Rental Agreement: Any lease or contract for the use of real estate in exchange for payment.
SECTION 3. NATIONAL SALES TAX ON REAL ESTATE PURCHASES BY NON-CITIZENS AND NON-RESIDENTS. (a) Imposition of Tax – A national sales tax of 15% shall be imposed on the purchase price of any real estate acquired by a non-citizen or non-resident. (b) Collection – The tax shall be collected by the escrow agent or closing entity at the time of the transaction and remitted to the Internal Revenue Service (IRS) within 30 days. SECTION 4. NATIONAL PROPERTY TAX ON REAL ESTATE OWNED BY NON-CITIZENS AND NON-RESIDENTS. (a) Imposition of Tax – An annual national property tax of 1.5% of the assessed value of real estate shall be imposed on any real estate owned by a non-citizen or non-resident. (b) Assessment and Collection – The assessed value shall be determined by local property tax assessors, consistent with state standards.
The tax shall be collected annually by the IRS, in coordination with state and local authorities.
(c) Exemptions – This tax shall not apply to real estate owned by United States citizens or residents. SECTION 5. NATIONAL SALES TAX ON RENT PAID BY NON-CITIZENS AND NON-RESIDENTS. (a) Imposition of Tax – A national sales tax of 15% shall be imposed on the total amount of rent paid by a non-citizen or non-resident under a rental agreement for real estate. (b) Collection – The tax shall be collected by the property owner or management entity and remitted to the IRS quarterly. (c) Exemptions – This tax shall not apply to rental agreements where the tenant is a United States citizen or resident. SECTION 6. RESTRICTIONS ON SALE OF RESTRICTED LAND. (a) Prohibition – No restricted land, defined as agricultural, rural, tree growth, or historic land, may be sold to a non-citizen or non-resident. (b) Verification – The Departments of Agriculture (for agricultural and rural land), Interior (for tree growth land), and National Park Service (for historic land) shall establish processes to verify compliance. (c) Penalties – Violations shall result in: Forfeiture of the land to the federal government.
A fine of up to $500,000 or 50% of the land’s assessed value, whichever is greater.
SECTION 7. ADMINISTRATION AND ENFORCEMENT. (a) Authority – The IRS shall promulgate regulations to administer and enforce the taxes imposed under this Act. (b) Coordination – The IRS shall coordinate with state and local tax authorities to streamline collection and avoid duplicative taxation. There needs to be a punishment for illegally entering the United States. As it is now, there is hardly any incentive for people to leave. They get caught? Long process to get deported (if they ever get deported) and then they just sneak back in again. It needs to stop.

The labor? Digging rainwater catchment basins in our deserts. Why? by creating a large amount of them we can transform the desert southwest into a less arid region. Within 20 year the American Desert Southwest would have significantly more wildlife and plantlife (closer to what it was before cattle ate everything and dried out the landscape). Believe it or not it used to be a major beaver trapping area, but as the beaver died, so too did their dams.

Best estimates are that there are between 11 million and 30 million illegals in this nation. That represents between 14 and 40 Congressional seats.
And where do those seats mostly lie? Blue cities.
There should be a directed push to empty the Blue cities FIRST, before the 2030 census. Don't make it too obvious, but strategically this is the correct order of operations.
This excess population shifts the Congressional seats to blue cities by upwards of 10%, as much as 40 congressional seats. That could represent 258 Republican Congressmen vs 175 Democratic Congressmen. That is 59%...just about what you need to stop a filibuster.
