Some agencies put restrictions on employees responding and late in the day OPM rescinded the mandatory response. This creates a bit of a minefield for employees that wanted to respond.
Respond - OPM happy, your Department fires you for responding incorrectly. Don't respond - OPM can't fire you according to your Department, and your Department won't either.
Its rough for Feds who are doing a good job and want to reply but the bureaucracy is crushing. Hopefully they Department heads get addressed before round 2.
