They cant implement their bullshit in areas that arent already shitty or in the process of becoming "diverse".
Just look at any of the states in New England. Are they "shitty"? No. And they are overwhelmingly Dem.

So they just take something like the voter roles for a county and compare.
I dont know if thats EXACTLY what they do, but it would be something like that. Maybe utility bills or something.
Either way, I dont think it would be difficult to figure out who has and who hasnt.
