I've seen something along the lines of a report to be submitted to POTUS within 45 days of the election, this is tasked to the DNI, not sure if this indicates that Barr was put outside of the loop or not.

I've always felt that once the crimes reached the level of Treason, then the DOJ is out and it becomes the domain of the DOD.
