My understanding is that if a Senator and a Congressman object to the electoral votes, then they, Senate and House, separate and discuss. If they split, House and Senate, as to whether or not to toss the EC votes, then Pelosi takes over Jan 20 until it gets 'sorted out'. If Pence chooses to count the alternate EC votes of contested states, then the Pres wins, done except for the civil war. But it seems if Pence fails and the House cannot be brought to agree to toss the EC votes, we all lose, Pelosi can only be disaster for the world.

Pelosi must send it to the state legislatures who then get 1 vote for each state. After the 3rd, there will be 30 states with GOP legislatures, so Trump wins that way as well.
